Enforcement Priorities

Collect and document information and intelligence regarding any illegal gambling and illegal gambling organizations. The Division of Gaming Enforcement receives such information and intelligence from multiple sources to include:

  • Division of Gaming Enforcement criminal cases;
  • Local, state and federal agencies;
  • Criminal intelligence resources;
  • Licensed PMW facilities;
  • Tribal law enforcement or gaming partners;
  • Citizen complaints;
  • Business/public contractor complaints;
  • Government official complaints; or
  • Statewide prosecutor.

  • Identify, investigate, and apprehend individuals, criminal organizations, or businesses engaged in the operation or promotion of illegal online/web-based gambling in Florida.
  • Increase public awareness of online or internet gambling.

  • Identify, investigate and apprehend individuals and criminal organizations, or businesses engaged in or providing illegal sports betting services or platforms in Florida.
  • Increase public awareness of illegal sports betting.

  • Investigate and apprehend individuals offering, training, promoting, conducting, or betting upon animal cruelty-based gambling activities (e.g., dog fighting, cock fighting, and bush racing (horse)).
  • Partner with the Office of Statewide Prosecution, Department of Agriculture and Consumer Services, and the Attorney General’s Office in the investigation and prosecution of individuals involved in animal cruelty-based gambling activities.

  • Collect and document information and conduct investigations into illegal arcades and slot machine businesses, and the distribution of illegal slot machines and devices.
  • Halt or disrupt illegal gambling businesses within Florida by fully investigating:
    • Distributors of Illegal Gambling Devices;
    • Business Owners and Partners of illegal gambling businesses;
    • Property owners who knowingly rent, lease, or otherwise make property available for the operation of illegal business; and
    • All others supporting, enabling, or working in an illegal gambling business.
  • Increase public awareness of illegal arcades, to include slot machine gambling.

  • Collect and document information and conduct investigations into illegal card games or tournaments.
  • Investigate and apprehend individuals offering, training, promoting, or conducting illegal card games or tournaments.
  • Prevent or disrupt illegal card games within Florida by fully investigating:
    • Owners and partners of illegal card games or tournaments;
    • Property owners who knowingly rent, lease, or otherwise make property available for the operation of illegal card games or tournaments; and
    • All others supporting, enabling, promoting, facilitating or working in an illegal card game or tournament.
  • Increase public awareness of illegal card games or tournaments.

  • Collect intelligence, document information, and conduct investigations into bookmaking.
  • Investigate and apprehend individuals offering, promoting, or conducting illegal bookmaking.
