L. Carl Herold serves as the Director of Gaming Enforcement for the Florida Gaming Control Commission (FGCC), where he leads the Division of Gaming Enforcement (DGE)—Florida’s dedicated law enforcement unit with statewide authority to investigate and disrupt illegal gambling operations. Appointed in August 2022 as the inaugural director, Herold has built the division from the ground up, assembling a team of sworn special agents and criminal analysts charged with protecting Florida’s communities from the proliferation of unlawful gaming.
A Florida-certified law enforcement officer for over 45 years, Herold’s career spans critical leadership roles in public safety, including 33 years with the Florida Highway Patrol and executive appointments at the Florida Lottery’s Division of Security. Throughout his tenure, he has overseen high-stakes criminal investigations, major case operations, and interagency enforcement initiatives with both state and federal partners.
Under his leadership, the DGE has emerged as a frontline force in combating illegal slot machines, unlicensed casinos, and predatory gaming schemes that harm Florida consumers, undermine legitimate gaming enterprises, and threaten public trust. He has championed policy reforms to strengthen penalties for illegal gambling and led statewide outreach efforts to educate business owners, law enforcement agencies, and prosecutors on the evolving threats posed by illicit gaming.
Director Herold is a recognized voice in Florida’s law enforcement and regulatory communities. He is a certified criminal justice instructor, a public speaker, and an advocate for enforcement strategies that are proactive, collaborative, and grounded in legal precision. A native of Tallahassee, he holds a Bachelor of Arts in Criminal Justice from Thomas University and is currently completing his Master of Public Administration at the University of West Florida.
